Amends Oklahoma's obstruction of justice statute (21 O.S. 2021, Section 540) to clarify that willfully delaying or obstructing a public officer remains a misdemeanor

Explicitly protects the right to record law enforcement activity in public areas, provided the recording does not delay or obstruct officers in their duties

Protects inquiries made by individuals being stopped, detained, or arrested, as well as bystanders observing such encounters, from being classified as obstruction of justice

Inquiries only constitute obstruction if purposefully intended to hinder, delay, or obstruct the law enforcement officer's duties
