Amends 59 O.S. 2021, Section 4000.1 to add the Oklahoma Accountancy Board to the list of entities exempted from restrictions on denying occupational licenses based on criminal history

Other exempted entities include the Council on Law Enforcement Education and Training, Bail Bonds Division of the Insurance Department, State Board of Education, boards of examiners in Title 20, and State Board of Medical Licensure and Supervision

Maintains existing requirements that criminal convictions can only be grounds for license denial if the offense substantially relates to occupational duties and poses a reasonable threat to public safety

Licensing authorities remain prohibited from denying licenses based on arrests without convictions, sealed/expunged convictions, or convictions older than 5 years (with exceptions for violent crimes, domestic abuse felonies, and sex offenses)

Effective date: November 1, 2025
