School districts and technology school districts are prohibited from using cooperative purchasing agreements for new construction projects

All funds under cooperative purchasing agreements must be applied toward chargeables or direct administrative costs, with no entity permitted to take a percentage as profit

"New construction" is defined as any building not previously constructed or occupied, but excludes bus barns, agriculture barns, storage buildings, batting cages, and similar structures

Updates references to the Purchasing Division of the Office of Management and Enterprise Services for statewide contracts

Effective date of July 1, 2025, with emergency declaration for immediate effect upon passage and approval
