Property owners may waive setback requirements by executing a lease with a wind energy company for tower placement on their property

County voters can modify or eliminate setback requirements through referendum, initiated either by county commissioners or by petition signed by 10% of voters from the last presidential election; such votes may occur no more than once every 5 years

Wind energy companies have 4 years from securing grid interconnection contracts to begin substantial construction; companies with interconnection agreements 3+ years prior to the act's effective date have 12 months to begin construction

Oklahoma Corporation Commission must maintain a publicly accessible database showing setback status for each county, including relevant provisions and expiration dates
