One-third of PACT Fund monies designated for reconstruction of county bridges on major collector routes, with projects requiring Department of Transportation approval based on structural deficiency, safety, and public use criteria

Caps the annual PACT Fund apportionment at $75,000,000, with any excess amounts redirected to the General Revenue Fund

Reduces the General Revenue Fund's share of the 5% gross production tax on natural gas from 80% to 40% beginning July 1, 2025 to fund the new county transportation program
