Increases Adjutant General eligibility requirements from 3 to 8 years of Oklahoma National Guard service, grants authority to arm military personnel on installations, accept donations for Guard programs, and serve as chief of fire protection and police units under the Military Department

Creates the Oklahoma National Guard Supplemental Retirement Pay Revolving Fund, effective November 1, 2027, providing bridge payments to Guard members with 25+ years of service who have earned federal retirement but have not yet reached the required age to receive benefits

Establishes the Oklahoma National Guard CareerTech Assistance Program providing tuition assistance for up to 3 years at technology center schools for Guard members in good standing, with benefits transferable to dependents under specified conditions

Prohibits marijuana use by state military forces members, adds penalties for spousal abuse and intimate partner violence by Oklahoma Militia members, and establishes forgery as a punishable offense under the Oklahoma Uniform Code of Military Justice

Adopts the federal Manual for Courts-Martial as the Oklahoma State Manual for Courts-Martial, requires Governor consent before any federal official can convene a court-martial under Oklahoma Military Code, and names co-located readiness facilities the "Benjamin T. Walkingstick National Guard Complex"
