Oklahoma Capitol Improvement Authority authorized to allocate $200,000,000 from the Legacy Capital Financing Fund to the University Hospitals Authority for constructing, refurbishing, or expanding a pediatric heart hospital specializing in diagnosing and treating heart conditions in children

Twenty-year recapitalization period and associated payments to replenish the fund will not begin until the state fiscal year starting July 1, 2026

Funds may be distributed in one or more tranches rather than a single disbursement

Authority may enter memoranda of understanding with state agencies and departments to facilitate implementation, provided they do not create legal obligations for the state or impede the Legacy Capital Financing Act
