Creates the Teacher Recruitment and Retention Program, administered by Oklahoma Partnership for School Readiness under the Department of Human Services, with a sunset date of November 1, 2028

Establishes income eligibility limits for child care employees: $120,000 annual gross household income for two-parent households and $60,000 for single-parent households

Defines "child care employee" as anyone working at least 20 hours per week (averaged monthly) at a licensed child care facility who provides direct care, supervision, educational services, or on-site operational support

Exempts qualifying employees' household income from co-payment calculations and waives co-payments entirely for those eligible under the Child Care Subsidy Program

Requires child care providers to notify the Department of Human Services within 30 days when an employee participating in the program leaves employment; effective November 1, 2025
