Amends 63 O.S. 2021, Section 5020A to expand authorized uses of the Oklahoma Health Care Authority's Rate Preservation Fund beyond just maintaining provider reimbursement rates

Allows the fund to be used for maintaining reimbursement rates to providers specifically when the state's Federal Medical Assistance Percentage (FMAP) rate decreases

Permits transfer of up to one-third (1/3) of the Rate Preservation Fund balance per fiscal year to other Authority funds for Medicaid program cash flow needs, subject to approval by the Director of the Office of Management and Enterprise Services

Requires any funds transferred for cash flow purposes to be returned to the Rate Preservation Fund before the end of the same fiscal year in which they were transferred

Declared an emergency measure, taking effect immediately upon passage and approval (passed House May 20, 2025; passed Senate May 22, 2025)
