Oklahoma State University Medical Trust may enter cooperative ventures for training students at American College of Surgeons Level I Trauma Centers it operates, with annual certification to the Oklahoma Health Care Authority required for Medicaid supplemental payments

Oklahoma State University Medical Authority gains explicit authority to enter agreements with other health care providers, join beneficial organizations, and offer hospital products and services to the general public

Expands eligibility for Medicaid supplemental payments to include Level I trauma center hospitals owned, operated, or in partnership with either University Hospitals Trust or Oklahoma State University Medical Trust in both Oklahoma City and Tulsa metropolitan areas

Creates the Emergency Medicine Revolving Fund in the State Treasury as a continuing fund for the OSU Medical Trust to train students at Level I Trauma Centers
