Appropriates $3,300,000 from the Statewide Recovery Fund to the Oklahoma Water Resources Board to cover increased costs for a project originally funded in Senate Bill No. 13 of the 2nd Extraordinary Session

Appropriates an additional $6,625,661.48 from the Statewide Recovery Fund to complete water and sewer infrastructure grant projects that did not receive funding under the original SB 13 grant programs

Creates special continuing accounts in the State Treasury for these American Rescue Plan Act funds, which are not subject to fiscal year limitations and remain active until the State Treasurer determines ARPA funds are fully expended

Allows the Oklahoma Water Resources Board to retain up to 4% of appropriated funds for administrative costs and authorizes the Board to enter into memorandums of understanding with other state agencies for oversight and management

Requires quarterly reporting to the Joint Committee on Pandemic Relief Funding on all expenditures and mandates the Board appear before the committee within 6 months of the effective date of July 1, 2025
