Appropriates $10,000,000 from the Statewide Recovery Fund to the Office of Juvenile Affairs to cover increased costs of a project previously funded in Senate Bill No. 19, with funds to be used consistent with Joint Committee on Pandemic Relief Funding recommendations adopted May 12, 2025

Creates a Statewide Recovery Special Account in the State Treasury for the Office of Juvenile Affairs that continues without fiscal year limitations until American Rescue Plan Act of 2021 funds are fully expended, as determined by the State Treasurer

Limits administrative cost retention to no more than 2% of appropriated funds for the Office of Juvenile Affairs' implementation and management expenses

Requires the Office of Juvenile Affairs to submit quarterly reports on fund expenditures and copies of all related contracts to the Joint Committee on Pandemic Relief Funding, and to appear before the committee within 6 months of the effective date

Effective July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval
