Appropriates $5,523,000 total from the Statewide Recovery Fund to the Department of Human Services for increased costs on three projects previously funded in HB 2884: $195,000 (Section 4 project), $328,000 (Section 7 project), and $5,000,000 (Section 1 project)

Creates Statewide Recovery Special Accounts in the State Treasury for each appropriation, which continue until American Rescue Plan Act of 2021 funds are fully expended as determined by the State Treasurer

Limits administrative cost retention to no more than 2% of appropriated funds for DHS to cover costs associated with administering the funds and programs

Requires DHS to submit quarterly reports on budgeting and expenditures to the Joint Committee on Pandemic Relief Funding and appear before the committee within 6 months of the act's effective date

Funds must be utilized consistent with Joint Committee on Pandemic Relief Funding recommendations adopted May 12, 2025
