Amends Oklahoma alcoholic beverage law to require that ABLE Commission licensees must knowingly receive, possess, or sell unauthorized alcoholic beverages to be in violation, adding a mens rea requirement to the existing prohibition

Maintains existing regulations including minimum age requirements for employees (18 for beer/wine sales, 21 for spirits), prohibitions on giving alcohol as prizes, and restrictions on drink specials and promotions

Preserves rules for self-pour beer and wine services through automated devices, including RFID tracking with 32-ounce beer and 10-ounce wine limits per activation, mandatory ID verification, and 60-day video surveillance retention
