Expands self-defense exceptions to allow pointing firearms at others during self-defense or defense of real or private property (owned, leased, or occupied with permission) without requiring a handgun license

Removes mandatory minimum 3-month jail sentence for misdemeanor pointing of a firearm, leaving only the maximum 12-month penalty; removes handgun license revocation requirement for violations

Creates new "defensive display" provisions allowing individuals to verbally warn of firearm possession, expose/display a weapon, or place hand on a holstered firearm when reasonably believing physical force is immediately necessary

Expands locations where deadly force presumption applies to include "occupied premises" alongside existing protections for homes, businesses, vehicles, and places of worship

Declared an emergency measure, taking effect immediately upon passage and approval; passed House March 25, 2025 and Senate May 8, 2025
