Expands Oklahoma's firearm preemption law to include "firearm and ammunition components" in addition to existing coverage of firearms, ammunition, knives, and air-powered weapons

Prohibits municipalities, agencies, and political subdivisions from adopting any orders, policies, or resolutions (in addition to existing prohibition on ordinances and regulations) concerning firearm-related matters

Allows individuals whose preemption rights are violated to sue government employees personally if acting beyond the scope of employment, in addition to suing the government entity

Requires violating entities to pay reasonable expenses (attorney fees, expert witness fees, court costs) if the aggrieved party provides 90-day written notice and prevails on settled law

Preserves plaintiff standing to recover damages even if the offending policy is repealed after suit is filed; declared an emergency measure taking effect immediately upon passage
