Enacts the "Safeguarding American Veteran Empowerment Act" (SAVE Act) to regulate businesses that charge fees for assisting veterans with benefits claims, effective November 1, 2025

Prohibits paid referral fees for veterans' benefits services and bars compensation for services on claims filed within one year of active-duty release unless the veteran signs a waiver acknowledging free services are available

Caps compensation at five times the monthly increase in benefits awarded, requires written fee agreements before services begin, and prohibits initial or nonrefundable fees

Requires paid services to provide written disclosure (minimum 12-point font) stating they are not affiliated with the VA and that free services exist elsewhere; prohibits guaranteeing specific outcomes

Mandates background checks for employees with access to veterans' information, prohibits use of international call/data centers, and bars using veterans' login credentials; violations constitute unfair trade practices under the Oklahoma Consumer Protection Act
