Creates the Oklahoma Certified Meat Processing Facility Incentive Approval Board with 7 members: 3 appointed by the Governor, the House and Senate agriculture committee chairs, and one additional appointee selected by each chair

Establishes the Oklahoma Certified Meat Processing Facility Incentive Revolving Fund to provide incentives for qualified entities to acquire and operate facilities for processing certified meat produced within Oklahoma

Requires eligible business entities to be organized under U.S. state law and prohibits majority equity ownership by non-U.S. citizens or foreign-controlled entities

Mandates that participating facilities source at least 50% of processing inputs from Oklahoma residents or Oklahoma-owned businesses

Violations of ownership restrictions convert incentive payments into state tax liabilities enforceable by the Oklahoma Tax Commission, with the State Auditor authorized to audit recipient records
