Declares a 5-year moratorium on higher education course and program restrictions at multiple Oklahoma institutions, effective July 1, 2025

Suspends Northern Oklahoma College's exclusive authority over lower division courses at University Center at Ponca City, and lifts restrictions limiting Connors State College to lower division programs

Removes upper-division-only restrictions at Oklahoma State University-Tulsa, Langston University Branch in Tulsa, Northeastern State University in Tulsa, and NSU Muskogee branch

Lifts prohibitions preventing OSU from duplicating undergraduate courses offered by Tulsa Community College, Langston University-Tulsa, and Northeastern State University-Tulsa

Allows two-year community colleges and junior colleges to offer upper division undergraduate courses and degree programs during the moratorium period

Authorizes State Regents for Higher Education to approve "functional exceptions" allowing institutions to offer courses outside their assigned mission to meet unmet workforce needs
