Removes Bacone College and St. Gregory's University from the list of institutions eligible for Oklahoma Tuition Equalization Grants, leaving 12 private, not-for-profit colleges and universities eligible

Modifies income eligibility requirements by removing consideration of nontaxable income sources; the $50,000 annual income cap now applies only to taxable income

Grant amounts remain at $2,000 per academic year ($1,000 per semester) for eligible full-time undergraduate Oklahoma residents attending qualifying private institutions

Eligible institutions must be domiciled in Oklahoma, accredited by the Higher Learning Commission or recognized national accrediting body, and have received not-for-profit status from the IRS and U.S. Department of Education prior to July 1, 2012
