Creates new lifetime fishing and hunting licenses for nonresidents who own at least 160 acres of Oklahoma land, with fees of $3,000 for fishing-only and $7,500 for combination hunting and fishing licenses

Sets nonresident senior citizen (65+) lifetime license fees at $200 for fishing and $400 for combination hunting and fishing

Requires nonresident applicants to have owned the land for at least one year, paid property taxes, and the land cannot be held by a trust, business entity, or multiple owners (except joint tenants with right of survivorship)

Extends license coverage to include the nonresident landowner's spouse and children under 18 years of age

Takes effect July 1, 2025, with an emergency clause for immediate implementation upon passage
