Creates the Dental Therapy Act establishing a new mid-level dental provider licensed by the Oklahoma Board of Dentistry to perform limited dental procedures including fillings, simple extractions of primary teeth, preventive care, and administration of local anesthesia

Requires dental therapists to graduate from an accredited dental therapy education program, pass national and clinical examinations, and complete 12 hours of continuing education every two years

Mandates dental therapists work under a collaborative management agreement with a supervising dentist, with direct/indirect supervision required for the first 500-2,000 hours before transitioning to general supervision

Limits practice to federally designated dental shortage areas or settings where at least 50% of patients are Medicaid recipients, uninsured with income at or below 200% of federal poverty level, veterans, tribal members, or other underserved populations
