Modifies Oklahoma Administrative Code Section 235:10-11-1 governing funeral establishment vendor payment rules, to be codified as Section 397 of Title 59

Penalties for vendor payments may only be imposed after a formal court judgment and only against funeral establishments, not against individual Funeral Directors in Charge

Rules apply only to active funeral establishments, which must comply with federal bankruptcy laws

All cash payments made in advance must meet consumer fund receipt requirements

Effective date: November 1, 2025
