Removes the noneconomic damage cap entirely for permanent severe physical injuries (loss of limb, major organ impairment, inability to perform life-sustaining activities) or when defendant acted with reckless disregard, gross negligence, fraud, or malice

Bars uninsured motorists from recovering the first $100,000 in bodily injury damages and first $100,000 in property damages from motor vehicle accidents

Requires uninsured motorists who file suit and recover $100,000 or less to pay all court costs for every party in the action
