Prohibits public bodies, their members, officers, staff, law enforcement, or security personnel from preventing attendees from recording public meetings by video, audio, or any other method, unless the recording interferes with the meeting's conduct

Extends recording protections to the Oklahoma Legislature and legislative committee meetings, treating them as public bodies and public meetings solely for recording purposes, except for confidential or lawfully closed sessions

Creates a civil cause of action allowing individuals who were unlawfully prohibited from recording a public meeting to sue for monetary damages, in addition to existing civil penalties

Establishes the act as the "First Amendment Open Meetings Protection Act"
