Creates the "Sergeant Bobby Swartz Act" to expand existing higher education fee waivers to grandchildren of first responders killed in the line of duty, provided the grandchild was living at the time of death

Waives all fees and room and board at Oklahoma State System of Higher Education institutions for eligible grandchildren of peace officers, firefighters, Oklahoma Law Enforcement Retirement System members, and emergency medical technicians who died in the line of duty

Extends the same fee waiver to career and technology education districts for grandchildren of first responders killed in the line of duty

Limits the waiver benefit to a period of five years for each eligible recipient

Takes effect July 1, 2026, with an emergency clause allowing immediate implementation upon passage and approval
