Prohibits Oklahoma public universities, colleges, and technology centers from having different standardized test score requirements (ACT, SAT, CLT) based on a student's educational background, including school type, accreditation status, or mode of education (such as homeschooling)

Applies the prohibition to general undergraduate admission, assured admission, program-specific admission, concurrent enrollment eligibility, and institutional scholarships or financial aid

Removes existing Oklahoma Higher Learning Access Program (OHLAP) requirements that mandated students from unaccredited schools or homeschool programs achieve a minimum ACT composite score of 22, creating uniform eligibility standards regardless of educational background

Requires all students to maintain a minimum 2.5 cumulative GPA on a 4.0 scale for grades 9-12, with graduation within the previous three years from high school or completion of an alternative educational program

Authorizes the Oklahoma State Regents for Higher Education and the State Board of Career and Technology Education to ensure compliance and promulgate rules; effective July 1, 2026
