Amends the Oklahoma Higher Learning Access Program (OHLAP) to expand eligibility for children of teachers by changing the qualifying parent from "certified classroom teacher" to "teacher" as defined in Section 1-116 of Title 70

Redefines the teacher qualification to include any person defined as a teacher under state law who has taught in Oklahoma for a minimum of 10 years, rather than requiring employment specifically as a "certified, full-time classroom teacher" in a "public school district classroom"

Maintains the exclusion that school district superintendents, principals, and other administrative positions do not qualify their children for this benefit

Retains the income threshold for teacher's children at 700% of the federal poverty level for both program enrollment and continuing benefit eligibility

Takes effect July 1, 2026, with an emergency clause for immediate implementation upon passage and approval
