Defines "certified classroom teacher" as a full-time public school classroom teacher with minimum 10 years of Oklahoma teaching experience; excludes superintendents, principals, and other administrators

Requires the Oklahoma State Regents for Higher Education to verify the parent's full-time employment status before awarding benefits
