Prohibits elected or appointed public officials from being required to sign nondisclosure agreements related to their official duties when the agreement involves projects with "significant impact" on their jurisdiction

Defines "significant impact" as facilities or operations affecting electrical power, water, or other utility infrastructure for at least 10% of residents in the project area

Exempts nondisclosure agreements related to personal matters or litigation/potential litigation that does not involve the official's public duties

Effective date: November 1, 2026
