Extends the sunset date for the State Board of Cosmetology and Barbering from July 1, 2025 to July 1, 2031, allowing the board to continue operating for an additional six years under the Oklahoma Sunset Law

Recreates the 11-member board appointed by the Governor, with one member from each congressional district and additional at-large members including cosmetologists, barbers, school administrators, and one lay person

Requires board members to be Oklahoma citizens, at least 25 years old, high school graduates, with specific members having at least 5 years of continuous practical experience in cosmetology or barbering

Sets board member terms at 4 years ending June 30, with 6 members constituting a quorum for business transactions

Takes effect July 1, 2026, with an emergency clause for immediate passage and approval
