Extends the sunset date for four environmental advisory councils from July 1, 2026 to July 1, 2031: Water Quality Management Advisory Council, Hazardous Waste Management Advisory Council, Solid Waste Management Advisory Council, and Radiation Management Advisory Council

Councils advise the Department of Environmental Quality on rule development and provide recommendations to the Environmental Quality Board within their respective jurisdictional areas

Council members are appointed by the Governor, Speaker of the House, and President Pro Tempore of the Senate for three-year terms, with membership ranging from 9 to 12 depending on the council

Effective date is July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
