Creates a two-year pilot Binocular Vision Screening Program to identify convergence insufficiency disorders in students in kindergarten, first, and third grades, beginning with the 2026-2027 school year

Requires schools to provide comprehensive binocular vision screenings to all students in targeted grades within 30 days of the start of each school year

Screenings must be performed by school nurses, vision therapists, or optometric technicians specifically trained to administer and interpret binocular screening results

Establishes the Binocular Screening Revolving Fund in the State Treasury, administered by the State Department of Education, to fund the program with legislative appropriations that supplement rather than supplant existing vision screening funding

Effective date is November 1, 2026
