Establishes a 23-unit curriculum for students entering 8th grade in 2025-2026, requiring 4 units of English, 4 units of math (including Algebra I and either Algebra II or Geometry), 3 units of laboratory science, 3 units of history/citizenship, 6 pathway units aligned with student career plans, and personal financial literacy

Phases out the current "college preparatory/work ready" diploma pathway and core curriculum option for students not enrolled in public high school prior to 2025-2026, making the new 23-unit curriculum the standard track

Creates a "Nonstandard Course Waiver" process allowing school districts to offer locally-approved courses for graduation credit that don't fully align with Oklahoma Academic Standards, with submissions reviewed by the State Department of Education and Oklahoma State Regents for Higher Education for college admissions eligibility

Requires the Workforce Commission and State Department of Education to develop a catalog of business labor force endorsements identifying entry-level positions available to high school graduates, to be distributed by the 2027-2028 school year

Allows military family children to satisfy Oklahoma History graduation requirements through completion of a project or paper demonstrating competency in Oklahoma history or U.S. Government, as an alternative to taking the course
