Executive branch agencies cannot increase state employee salaries by more than 10% in any fiscal year without formal approval from the cabinet secretary with jurisdiction over the agency

Maximum bonus amount for state employees capped at 10% of base salary, calculated from the original hire date or anniversary date

State agencies must establish permanent administrative rules setting maximum authorized bonus amounts and performance metrics for each employee position within 30 days of hire

Exemptions apply to executive directors/chief executive officers, licensed professionals (medical doctors, CPAs, professional engineers), employees of wholly non-appropriated agencies, and employees of higher education institutions, career technology districts, and common school districts

Effective date is July 1, 2026, with an emergency clause for immediate effect upon passage and approval
