Amends 70 O.S. Section 1-117 regarding school district general fund expenditures and carryover calculations

School districts receiving gifts, grants, or donations for noncapital expenditures may place those monies in the general fund without being required to spend them in the year received

Gift, grant, and donation monies may accumulate from year to year and will not count toward general fund collections when calculating carryover until one year after the monies were received

Provides flexibility for schools to save donated funds for future use without triggering carryover limits under Section 18-200.1

Effective date: November 1, 2026
