Minor children cannot be enrolled in Oklahoma public schools unless a parent or legal guardian completes an application for free or reduced-price meals under the National School Lunch Act

Parents or legal guardians may opt out by completing a State Department of Education-prescribed form instead of the meal application

School districts must provide the application or opt-out form during enrollment or re-enrollment

State Department of Education must ensure districts post required notice on websites and publications stating parents must provide either a completed meal application or signed opt-out form for enrollment

Effective date is July 1, 2026, with an emergency clause for immediate effect upon passage and approval
