Amends Oklahoma's minimum salary schedule for certified public school personnel, effective July 1, 2026, with salaries ranging from $39,601 for a new teacher with a Bachelor's degree to $65,319 for a teacher with a Doctor's degree and 35 years of experience

Requires certified personnel who were employed during the 2022-2023 school year and earning above their step level to receive a salary increase equal to the amount indicated for their step level, provided they remain with the same district

Extends the same salary increase requirement to classroom instructional employees at technology center school districts, correctional teachers and vocational instructors at the Department of Corrections and Office of Juvenile Affairs, and teachers at the State Department of Rehabilitation Services

Declares an emergency, allowing the act to take effect immediately upon passage and approval rather than waiting for the standard effective date
