Amends the Governmental Tort Claims Act (51 O.S. 2021, Section 152) to expand the definition of "employee" to include students enrolled at Oklahoma higher education institutions within The State System of Higher Education

Students qualify as employees only while actively participating in institution-sponsored curricular or co-curricular activities or events that are under direct supervision of faculty or staff

Participation must be an academic requirement for a course or program in which the student is enrolled for coverage to apply

Extends state liability protections to qualifying students, meaning tort claims arising from their covered activities would be handled under the Governmental Tort Claims Act framework

Effective date is November 1, 2026
