Provides limited exceptions only for life-saving procedures to save the mother's life when accompanied by reasonable steps to save the unborn child, and for spontaneous miscarriage

Expands wrongful death civil liability by striking provisions that previously limited lawsuits to cases involving physician violations of informed consent, coercion, or other regulatory failures—now allowing suits against any "person" who causes an unborn child's death

Declares an emergency for immediate implementation upon passage and approval, bypassing the standard 90-day waiting period for new laws to take effect
