Amends Oklahoma law to change the maximum credit card surcharge from 2% of the transaction or the actual processing cost (whichever is less) to whichever is greater, allowing sellers to charge higher surcharges on credit card transactions

Requires sellers to post clear notice of surcharge amounts at point of entry and point of sale for in-person transactions, on homepages and checkout pages for online transactions, and to verbally disclose for phone transactions

Permits sellers to offer unlimited cash discounts to encourage payment by cash, check, or debit card without the discount being classified as a credit service charge

Exempts private educational institutions, private schools (pre-K through 12th grade), municipalities, and municipal public trusts, allowing them to charge service fees covering bank processing, secure transaction costs, portal fees, and bandwidth fees

Effective date of July 1, 2026, with emergency clause for immediate effect upon passage and approval
