Reauthorizes the tax refund donation program allowing Oklahoma taxpayers to donate a portion of their individual or corporate income tax refunds to the Oklahoma Department of Veterans Affairs Equipment and Capital Improvement Program

Donations fund equipment purchases, capital improvement projects, property acquisitions, site development, architectural planning, and construction for veterans facilities

Donated funds are deposited into the Capital Improvement Program Revolving Fund, a continuing fund not subject to fiscal year limitations that the Department of Veterans Affairs may invest in securities

Taxpayers who donate in error may file a claim for refund within 3 years from the tax return due date

Effective date: November 1, 2026
