Creates the Oklahoma Elder Parole Eligibility Act requiring mandatory parole for inmates 65 years or older who meet eligibility criteria, including no serious disciplinary infractions within the preceding 36 months and completion of all required programs

Requires the Department of Corrections to automatically review inmates 65 and older for eligibility and certify in writing to the Pardon and Parole Board that criteria are met

Prohibits the Pardon and Parole Board from denying parole once the Department of Corrections completes certification

Excludes inmates serving life without parole, those convicted of offenses where parole is prohibited by statute, registered sex offenders, and those with documented imminent threat of physical harm supported by medical or psychological findings within 12 months
