Extends firearm carry authority to retired municipal judges who served at least 20 cumulative years, as certified by the Oklahoma Municipal Judges Association, allowing them to carry throughout the state for personal protection

Prohibits retired municipal judges from carrying firearms into any district court, unlike retired district judges who face no such restriction

Authorizes chief judges of district courts to issue written orders permitting municipal judges to carry firearms within the district court during the chief judge's tenure

Requires all judges (district, municipal, and retired district) to complete a handgun qualification course developed by the Council on Law Enforcement Education and Training to carry firearms
