Amends 34 O.S. 2021, Section 25 to change when initiative and referendum measures are submitted to voters from the next "regular" election to the next election falling on the first Tuesday in November

Preserves the Governor's discretionary power to call a special election for initiative/referendum measures or designate the mandatory primary election as a special election before the first Tuesday in November

Requires the official ballot title and measure to be transmitted from the Secretary of State to the State Election Board not fewer than 70 days before the next General Election
