Removes the requirement that charter school applicants must first submit applications to the local school district where the charter school will be located, making this step optional beginning July 1, 2026

Allows charter school applicants to submit directly to alternative sponsors including higher education institutions, accredited private institutions of higher learning, federally recognized Indian tribes, or the Statewide Charter School Board

School districts that receive applications must approve or deny within 60 days; alternative sponsors must accept or reject within 90 days, with written reasons required for rejections

Applicants whose applications are denied may submit revised applications within 30 days to the same sponsor or apply to a different sponsor from the approved list

Declares an emergency, allowing the act to take effect immediately upon passage and approval rather than waiting for the standard effective date
