Covered forms include driver license applications, motor vehicle registrations and renewals, fishing and hunting license applications, income tax forms, and any other licensing or payment transactions

Government websites accepting payments must display a conspicuous area indicating that users may donate to the Veterans Affairs Revolving Fund

Effective date is July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
