Authorizes persons with a valid Oklahoma Self-Defense Act handgun license to carry concealed handguns into the State Capitol Building upon presenting their license at security checkpoints staffed by commissioned peace officers

Prohibits peace or security officers from removing, inspecting, or restraining any person carrying a properly concealed handgun without probable cause that a crime has been committed

Adds the State Capitol Building to the list of locations where lawful concealed carry is permitted under 21 O.S. Section 1277
