Grants one vote to each privately owned parcel within a 5-mile "impact radius" of a proposed facility, with approval requiring at least two-thirds of counted shares voting in favor

Assigns county commissioners responsibility for administering elections within 30 days of receiving a facility application, including identifying eligible landowners, providing written notice, and setting the election date

Prohibits resubmission of a substantially identical project for 3 years after failing to receive landowner approval
