Establishes state policy protecting whistleblowers who report wrongdoing by state agencies, political subdivisions, public trusts, and private sector supervisors from retaliation

Defines "retaliation" as any threat or action to terminate, demote, refuse to promote, threaten, or intimidate a whistleblower

Makes retaliation a misdemeanor punishable by up to 1 year incarceration and a $5,000 fine

Creates civil liability for economic damages, emotional and mental anguish, and punitive damages, and permanently bars violators from holding public office or employment

Awards reasonable attorney fees and costs to whistleblowers who successfully prosecute claims under the act; effective November 1, 2026
